Is an EICR a Legal Requirement for Rental Properties?
Yes. In England, landlords must ensure that electrical installations in privately rented properties are inspected and tested by a qualified person at least every five years, unless the previous report recommends an earlier inspection.
The results must be recorded in an Electrical Installation Condition Report. A copy of the report must be provided to existing tenants within 28 days of the inspection. New tenants should receive a copy before they occupy the property.
If the local authority requests a copy of the report, landlords must provide it within the required timeframe. Failure to comply with the electrical safety regulations can lead to enforcement action and financial penalties of up to £30,000.
Fines of up to £30,000
The landlord may be required to supply a copy of the EICR to the local authority within seven days. Local Authorities have the power to impose a financial penalty of up to £30,000 for a breach of duty.
